"Last week the Inspector's report on the Regional Spatial Strategy was published.  Some interesting changes.  The Transport Chapter has been completely rewritten and encourages alternative means of travel, takes into account Climate Change and road building has almost disappeared.  The housing figures remain the same but with the Matthew Taylor MP report on Affordable Housing also just out, there is going to be a conflict between what houses can be built in order to meet government targets.  The Matthew Taylor report wants to see up to 50% affordable housing in any development.  What will the developer's do?  To read the report go to www.southwest-ra.gov.uk.

 Phase 3 of the Central Site Development is proposing to split the site into two tranches.
 There is no transport strategy accompanying the proposals, and there was no proper public consultation, with an exhibition, to test local opinion.  This is what PPS1 Sustainable Communities was meant to be all about.
Bottom up comments, not Top Down decisions.
 The proposed redevelopment is by North Wiltshire District Council with Westlea Housing Association., but the rest of the site is to be a private development...no detail given.  No sign of any strategic planning incorporating a proper landscaped town square, access by cyclists and pedestrians by safe routes, improved public transport pickup and setdowns combined with a mix of different types of residential and a variety of small retail units. Why no overall strategic plan for the whole area?
 After waiting 30 years for this redevelopment is Calne really getting what it needs?

Local Action for Rural Communities

The South West Regional Development Agency (who will shortly absorb the activities of the Regional Assembly) has decided to form Local Action Groups as a means to fund rural initiatives.  The L.A.G.s will form some 20 members. 2 from the public sector and 15 from private, community and voluntary sectors.  The L.A.G. for each area has to bid for the funding to D.E.F.R.A.
 The one issue which never gets a place on these groups, and is therefore usually excluded from funding applications, is rural transport.  Strategic regional groups seem unable to see the link between rural viability and community wellbeing in terms of access. The assumption is that the car is essential, with no understanding of the attractive alternatives which could be achieved.
 Germany, Holland and parts of France are achieving it
